India’s P75I and TKMS: Strategic Opportunity or Timeline Risk?

India’s Project 75I (P75I) is finally moving from paperwork to reality. The Indian Navy has selected German shipbuilder Thyssenkrupp Marine Systems (TKMS) as the technology partner for six next-generation, Air-Independent Propulsion (AIP) equipped submarines, to be built at Mazagon Dock Shipbuilders Limited (MDL) in Mumbai. Yet, just as negotiations near completion, a new variable has entered the equation: Canada’s decision to fast-track its own TKMS-based submarine programme.

This development raises legitimate, strategic questions for India’s defence planners and informed public: in a suddenly crowded global order book, can TKMS deliver on all its commitments without delays and will India’s complex, Make-in-India project remain a priority?

The Canadian Factor: A New Competitor for TKMS Slots

In July 2026, Canada named TKMS as the preferred supplier for up to 12 new conventional submarines under the Canadian Patrol Submarine Project (CPSP). Ottawa aims to conclude contracting by end‑2027, with the first four boats delivered by 2034 earlier than originally planned by reallocating production slots from existing German and Norwegian orders.

Unlike India’s P75I, where submarines will be built in India under a deep Transfer of Technology (ToT) arrangement, the Canadian boats will be constructed in Germany, based on the proven Type 212CD design. This makes the Canadian programme simpler to execute and potentially more profitable per unit for TKMS, with fewer technology-transfer constraints and full control over the production line.

P75I: A Complex, High-Stakes Indian Project

For India, P75I is not just another procurement. It is meant to jump-start a 30-year submarine-building plan, introduce advanced German AIP technology at scale, and push indigenous content from 45% in the first boat to 60% by the sixth. The Contract Negotiation Committee (CNC) has completed talks with MDL–TKMS, and the proposal is now with the government for final approval, with contract signature targeted around FY 2025–26.

MDL has publicly stated that the first P75I submarine will be delivered seven years after contract signing, with one boat per year thereafter implying a first delivery in the mid‑2030s if everything goes to plan.

However, several complexities remain:

  • New design, not yet built: The P75I submarines will be based on a next-generation TKMS design inspired by the Type 214/212 family, but with angular hull lines and Indian-specific requirements. This design has not yet been constructed or fully validated in service.
  • Deep ToT and indigenous content: Unlike Canada’s “buy German” approach, India demands extensive technology transfer, local supply-chain development, and rising indigenous content adding layers of coordination, training, and quality assurance.
  • Past delays as context: Earlier programmes, such as the six Scorpene-class submarines built by MDL with French partner Naval Group, faced significant delays and cost overruns, with the last boat delivered years behind schedule.

The Core Questions for India

Against this backdrop, three neutral but important questions emerge:

  1. Order-book pressure and prioritisation
    TKMS now has active or planned programmes for Germany, Norway, Canada, and potentially India. With finite design teams, test facilities, and senior project managers, how will the company prioritise slots when conflicts arise? Will a smoother, all-German Canadian line naturally take precedence over a complex Indian ToT build at MDL?
  2. Profitability and home-yard bias
    The Canadian deal is structured as a large, long-term industrial package with most construction in Germany easier to control and potentially more profitable per unit than an Indian project burdened by ToT obligations, localisation targets, and currency risks. Is there a risk that TKMS, consciously or not, treats P75I as a secondary priority once its European and North American lines are fully loaded?
  3. Human resources and engineering bandwidth
    Scaling Type 212CD production for three navies while simultaneously adapting the design for India, supporting MDL’s learning curve, and meeting stringent Indian Navy requirements will demand a large pool of experienced engineers, naval architects, and systems integrators. Does TKMS currently have that depth or will bottlenecks in design finalisation, testing, and troubleshooting translate into delays for India?

None of this is to suggest that TKMS is incapable or unreliable. The German firm is one of the world’s most experienced submarine builders, with a strong track record in AIP technology and exports. The point is not to question TKMS’s competence, but to ask whether India’s strategic needs are fully protected in a suddenly crowded global queue.

For New Delhi, the lesson is clear: as P75I moves toward contract signature, India must negotiate not just on price and technology, but on enforceable delivery timelines, penalty clauses, and clear priority mechanisms in TKMS’s production schedule. Anything less risks repeating the delays that have plagued earlier submarine programmes.

In an era where undersea dominance is increasingly decisive, India cannot afford another “almost there” submarine story. P75I can be a game-changer if, and only if, timelines are treated as a national security issue, not just a commercial detail.
